The Legislature is immediately considering a revision of the corn laws.

What will Smith’s proposition lead to?

Let us assume that the real price of corn is unchangeable.*

<details id="note" class="pl-6 pr-4 pb-4 my-4 rounded-lg toc shadow border border-gray-300" open>

      Superphysics Note!

        <polyline points="6 9 12 15 18 9"></polyline>

    Here, Malthus falls for the same mistake as Ricardo who thought that the real price of corn is something physical or objective. In reality, Chapter 5 of the Wealth of Nations Book 1 explains that it is a metaphysical subjective measure for mental toil and trouble. Smith uses corn since everyone needs to eat to live, which then leads to all toil and trouble

</details>

It will follow that agriculture is immediately excluded from Smith’s principle which says that capital flows from one employment to another, according to the various and necessarily fluctuating wants of society.

There are 2 obvious truths in political economy:

Corn might be just as successfully cultivated, and as much capital might be laid out upon the land, at the price of 20 shillings a quarter, as at the price of 100 shillings, provided that every commodity, both at home and abroad, were precisely proportioned to the reduced scale.

Should we continue the corn laws?

Should we continue the corn laws?

The answer depends on 3 points:

Would Great Britain and Ireland grow an independent supply of corn if corn importation and exportation were made totally free?

Will an artificial independent supply policy really desirable?

The general principles of political economy teach us to buy all our commodities where we can have them the cheapest.

What are the evils from the corn trade?

They say that security is still more important than wealth.

A great country will likely excite the jealousy of others if it becomes dependent on them for foreign corn.

It risks having corn cut off at its greatest need.

I reply that such a risk is not very great.

The freedom to import, therefore, is a question of contending advantages and disadvantages.

Sometimes, it is needed to tax a home commodity. But this disuturbs the local level of industry. Smith observes that taxing foreign imports in to the same level restores the local industry to before the tax.

Commerce and manufactures are hindered by:

a comparatively low value of the precious metals or

a high nominal price of corn and labour

Yet these permanently beneficial to those who live by wages.
